Mr. Phillips leaves to cherish his brother, Allen Phillips; children, Felecia Phillips-Welch (David), Danita Phillips, Christa Phillips, and Maurice Singleton; his grandchildren, Phillip Welch, Lisa Welch, Mariah Hicks, and Marissa Hall; great granddaughter, Kennedy Welch; and he had a host of dear nieces, nephews, cousins and many loving relatives and friends.
