Anne Clay Scott-Howell was born February 3, 1935, in Sylvania, Georgia to the union of Warren Scott Sr. and Julia Coleman. After a remarkable journey spanning nearly nine decades, Anne transitioned into eternity on January 17, 2025, leaving behind a rich tapestry of memories woven with love, laughter, and service.
A dedicated social worker, Anne spent her career with the Youngstown Area Community Action Council, now known as the Mahoning-Youngstown Community Action Partnership, where she worked tirelessly to uplift the lives of others until her retirement in September 1981. Her passion for helping those in need shone brightly through her roles—offering job placement and readiness training, managing the senior services program, and serving as an outreach coordinator for the Home Energy Assistance Program. She was truly a beacon of hope for many, embodying compassion and grace in every interaction.
Outside of her professional endeavors, Anne found joy in the little things—collecting knick-knacks, indulging in flea markets, and seeking out antiques that held stories of their own. She often tried her luck with the numbers, adding a dash of excitement to everyday life.
Anne embraced and exercised her faith in both in word and deed. A devout Catholic, she was a member of Saint Angela Merici Parish and a lifetime member of the Knights of Peter Claver Ladies Auxiliar.
As the cherished matriarch, Anne’s legacy which is interlaced with love, compassion, and unwavering strength has been entrusted to her beloved children Vernon (Michele) Howell of Stafford VA, Beverly (Lennard) McMillan of Albuquerque, New Mexico, Rhonda Howell of Cleveland OH, Willetta (Barry) O'Conner of Long Beach CA and Mark Howell of Youngstown.
Anne’s siblings which include Juanita (George) Thorpe of Atlanta GA, Patty Jenkins of Atlanta GA, Barbra Simmons of Jacksonville FL, Warren Scott of Richmond VA, Michael Scott of Jacksonville FL, and Tony (Tammy) Scott Lithonia, GA will remember Anne for her unwavering spirit and love.
Her legacy is emboldening her grandchildren Brandin Howell, Jeffrey Howell, Quentin Howell, James Howell, Maya Howell, Dominique Howell, Sierra Howell, and Carla Howell to carry forth the ideals of family with dignity and integrity. Anne’s light will illuminate the paths of her great grandchildren Sincere Howell, Jada Howell, Javion Howell, Nadia Howell, Aria Howell, and Mikel Holland as they carry forward the values she instilled in them. Her great-great grandson, Jeremiah Joseph Lewis who enjoyed precious moments with her, represents the hope of all future generations, along with a score of other relatives and friends.
As Anne crossed the celestial sands, she accepted her ancestral calling to be reunited with those who preceded her into eternity which included her parents, husband Carlwyn Howell, daughter Linda Howell, son Maurice Howell and brothers Warren Scott Jr. and Carl Scott.

Anne’s life will be celebrated on Saturday, January 25, 2025, at the Jaylex Event Center, 2110 Glenwood Ave, with public viewing starting at 9:00 am and the Celebration of Life service following at 10:00 am where Rev. Lewis W. Macklin II will preside.
After the committal ceremony, Anne will be laid to rest at Belmont Park Cemetery. In these moments of reflection, we find solace in the memories she gifted us, and we carry her spirit forward in our actions, ensuring that her light will never dim.
