It is with great sorrow that the family of Vicky Costner Phillips Adkins announces that she has peacefully passed away at home on September 24, 2025, in York, South Carolina. She was 73 years old.


Born on August 1, 1952, in Rock Hill, South Carolina, Vicky was a proud alumnus of Rock Hill High School, where she developed a deep passion for music and was a cherished member of the school marching band. Her love for her community was immense, and she was well-known and loved by so many for her warm and engaging spirit.


Vicky's personality shone through her interests, which included her lifelong love for Star Trek, a passion she shared with many. Her favorite pastime was traveling to conventions and meeting so many people who shared her love of Star Trek along with her Sister Rose. She will be remembered for her kindness, her love for her family, and the joy she brought to those around her. She spent most of her retired years working at Manchester Cinemas, where she met so many people who loved seeing her at the doors.

She was preceded in death by her husband Hazel Elliot Phillips Sr, her father Vernon Brown "Bunt" Costner, her mother Edith Beatrice Whisonant Costner, her Sister Rose Marion Lowder and Brother Ervin Vernon Costner.


She is survived by her loving children: Daughters Teresa Phillips ( Jamie Thomasson), Rhonda Phillips, and Jennifer Malkin-Phillips (Melissa Malkin-Phillips), and her Son, Hazel Elliot Phillips Jr. (Karen Phillips)


She was a devoted grandmother to her 9 Grandchildren Anthony, Annette, Ashlyn, Jasmine, Hannah, Izabella, Jesse, Lydia, and Alex.

We will be receiving guests for a celebration of life on Sunday September the 28th 3pm-5pm at Manchester Meadows In Rock Hill at the Large Pavilion Shelter.
