Dr. Frank Luckett Matlock was born on October 30, 1944, in Madison County MS, to the late Alice Luckett Dodson and Jeff Matlock. He was blessed with a life filled with strong family bonds, abundant opportunities, and unwavering faith until he was called home to eternal rest on December 14, 2024.
Dr. Matlock accepted Christ at an early age and remained steadfast in his faith throughout his life. He began his spiritual journey as an active member of First Baptist M.B. Church in Carthage, MS. Later he transitioned to the Christian Methodist Episcopal (CME) denomination, where he pastored multiple churches in the district. Eventually, he returned to the Baptist faith, finalizing his membership at Greater Mt. Calvary Baptist Church in Carthage, MS.
A proud graduate of O.E. Jordan High School in 1964, Dr. Matlock demonstrated a lifelong commitment to education and personal growth. Following high school, he moved to Milwaukee, WI and in 1965, he enlisted in the United States Marine Corps, honorably serving his country during the Vietnam War. After his service, he remained in Milwaukee before returning home to Carthage in 1975.
Dr. Matlock's thirst for knowledge led him to East Central Community College, where he began his higher education journey. He later attended Belhaven University, earning both his Bachelor's and Master's degrees in Christian Education. His pursuit of academic excellence culminated at Wesley Biblical Seminary, where he earned his Doctorate of Divinity (Ph.D.).
On May 18, 1987, Dr, Matlock married the love of his life, Beverly Jobe, and together they were blessed with two children.
Upon returning to Carthage, Dr. Matlock became a pivotal advocate for youth and community development. As Park Director of Lincoln Park, he championed significant upgrades to the parks and facilities to better serve the youth. Recognizing the systemic barrier limiting African American representation in local government, Dr. Matlock introduced and implemented the Ward system, a governance structure still in place today.
In 1987, this historic change paved the was for Dr. Matlock to become the first African American Alderman for the City of Carthage. During his 17 year tenure, he worked tirelessly to uplift the community. Under his leadership, and in collaboration with mentors and community leaders, The Boys and Girls Club was established at Lincoln Park, providing a vital resource for youth development and engagement.
Dr. Matlock's dedication to his family, community, and faith remained unwavering throughout his life. A role model and a pillar of strength, he positively impacted countless lives through his leadership, advocacy, and service. His legacy of commitment, vision, and perseverance will continue to inspire the City of Carthage for generations to come.
