Otis was born on June 11, 1943 to Otis Douglas, Sr. and Daisy Lee Kelly Douglas in Rock Hill, South Carolina.
A visitation is scheduled for Saturday, January 3, 2025 at 3:00 PM at Parker Funeral Home Chapel following by service begin at 4:00 PM in the chapel.
