Charles E. Hall, 91, of Richmond, died November 23, 2023. He was preceded in death by his son, Tyrone Rowell and daughter, Sharlene Hall; Surviving are his wife, Betty Hall; daughter, Chantel Y. Hall; four grandchildren, nine great grandchildren, three brothers, four sisters-in-law, other relatives and friends. Remains rest at Scott's Funeral Home, 115 E. Brookland Park Blvd., where viewing will be held Sunday, December 3 from 11 a.m. until 5 p.m. Funeral services will be held 1:30 p.m. Monday, December 4 at Scott's Chapel, 116 E.
