I served with David during the administration of Governor Tim Kaine. We worked together on several projects and he was an absolute joy. I don't know how to put these descriptions in order; he was intelligent, dependable, diligent, conscientious, resourceful, respectful, even-tempered, courteous and outrageously funny. One of my responsibilities was to be the keeper of the Kaine Administration lapel pins - David would lose at least one a week, much more than anyone else - he never admitted that he was selling them on E-Bay. David was a wonderful friend and the very best example of a public servant.

We met through a mutual friend and although our interactions were few I knew I was in good company when around him. He was a gentle giant and a man among men.
