Funeral services for Colonel Terry L. Mintz, 67, of Ft Washington, MD, will be held 1:00pm, Monday, March 2, 2026, at Simmons Funeral Home and Crematory Chapel, 2868 Columbia Road, Orangeburg, with interment to follow at Belleville Memorial Garden.
Terry Lonnie Mintz, the beloved son of Edward Lonnie and Lillie Mae Mintz, was born on October 27, 1958 in Orangeburg, South Carolina.
On Sunday, February 15, 2026, Terry transitioned into the loving arms of the Heavenly Father comforted by his devoted wife, Angela, his faithful sisters Gwendolyn and Doris and cherished niece, Servanti.
Terry was raised in the vibrant culture of the Sunnyside community in Orangeburg, South Carolina where he learned the values of faith, honesty, loyalty, hard work and self determination.
Terry was a 1976 graduate of Orangeburg-Wilkinson High school. In 1980, he earned a Bachelor of Arts degree in Social Science from Claflin University (formerly college) and was commissioned as a 2nd Lieutenant through the Reserved Officers Training Program (ROTC) at South Carolina State University (formerly college).
In 2001, Terry earned a Masters in National Resources Strategy from Industrial College of the Armed Forces, National Defense University, Fort McNair, Washington DC.
In 1997, he earned a Masters in Public Administration and Management from Central Michigan University in Mount Pleasant MI.
Terry enjoyed a successful military career and was an exemplary officer who excelled as a leader. Never afraid of a challenging assignment or difficult mission, he embraced every opportunity with alacrity and was proud to serve his country!!
His military assignments include Military Secretary for the J6 Directorate, Command, Control, Communication and Computer (C4) Systems, Joint Staff, The Pentagon, Military Assistant, Office of the Assistant Secretary of the Army for Manpower and Reserve Affairs, The Pentagon, Commander, Dallas Military Entrance Processing Station, Dallas TX, Assignment Officer and Chief, Military Awards Branch, US Army Total Personnel Command in Alexandria VA, Commander and Executive Officer, Baltimore Recruiting Battalion, Fort Meade MD, Deputy G1, and 2nd Armored Division (Forward), Garlstedt, Germany. During Operation Desert Storm, Terry served as the Operations and Intelligence Officer for the 7th Personnel Group, VII Corps in Saudi Arabia.
Terryโs professional Military education includes Industrial College of the Armed Forces (War College), Command and General Staff College, Combined Armed Service Staff School, Adjutant Generals Officers Basic and Advance Courses and the Basic Airborne Course.
His military awards and accolades include Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (4th Award), Army Commendation Medal (3rd Award), Army Achievement Medal, Army Superior Unit Award, Saudi Arabian Kuwait Liberation Medal, National Defense Service Medal (2nd Award), Southeast Asia Service Medal with 3 Bronze Service Star, Forces Reserved Medal, Army Service Ribbon, Overseas Service Ribbon (2nd Award) and Kuwait Liberation Medal, Parachutes Badge and Army Staff Identification Badge.
In 2003, Terry was promoted to Colonel and on May 31, 2003, after almost (23) years of outstanding service, he retired from active duty.
After retirement, Terry entered federal service and worked in notable senior and executive level positions in human resources management and administration for Department of Veterans Affairs, Homeland Security, Department of Health and Human Services, US Army Test and Evaluation Command, and Office of the Secretary of Defense, The Pentagon. In 2022, he retired after almost (19) years of exceptional service.
Terry was confident, courageous and magnanimous and defied expectations throughout his entire life. Once told by his high school guidance counselor that he was not โcollege materialโ and often marginalized by those that were misinformed about the diversity of intellect, talent and potential in his Sunnyside community, he not only went on to earn several advance degrees but enriched himself in history and culture through lived experiences and international travel to over fifteen countries.
He was also a survivor of the historic September 11, 2001 terrorist attack on the Pentagon and was stationed in Germany when the iconic Berlin wall was torn down and celebrated with East Germans as many experienced unimaginable freedom for the first time!
Terry was a sports enthusiast who enjoyed playing golf, watching Baltimore Ravens football and WTA tennis matches.
He loved the lord and his family deeply and his loss has left a void in our hearts that can never be filled!
He is lovingly remembered and his legacy will live on through Angela, his wife of (43) years; four adoring sisters: Neechie Riley (Harry aka Buzzie), Gwendolyn Sweeney (Robert Earl), Cynthia Gordon (Utaff aka Cisco), and Doris Mintz; two nephews: Ajmal Gordon and Gabriel Sistrunk; seven nieces: Servanti Riley, Nechari Riley, Abir Gordon, Jordan Giles, Catherine Nicole Sistrunk, Emily Sistrunk and Aisling Schenk; mother-in-law: Lugenia Cobbs Sistrunk; sisters-in-law: Jacqueline Giles, Paula Sistrunk and Judy Sistrunk; Brothers-in-law: Hezekiah Sistrunk, Jr., Herbert Sistrunk and Paul Sistrunk and a host of treasured great nephews and nieces, friends and colleagues.
Public viewing will be held Sunday, March 1, 2026, from 2-6pm.

My condolences to the family. I worked with Terry at the Dept of Veterans Affairs. He was a great supervisor and we stayed in touch as he transitioned to his next agency. He provided sound advice, enjoyed his golf and had a keen taste for good food, especially sweet potato pie.

I remember Terry playing football with the older guys on Sunnyside. He was not afraid of catching the ball or taking a hit. I was older than Terry, but his mother and my mother were very close friends. I call him Terry, but my son called him Mr. Mintz. Terry showed up when my son was having some issues at one of the agencies where Terry was leading as a member of the Senior Executive Services. Terry went to his section and ask for Carl B. McPherson Jr., and it changed everything for my son. Terry told him I grew up with your dad on Sunnyside, tell me what's going on, and everything changed. I can say without any hesitation that Col. Terry L. Mintz was a great American who served this country as a military leader and as a member of the Senior Executive Services (SES), which is equivalent to a General Officer. Terry my Brother (Bernard) and I will see you on the High Ground. HOOAH!!!
