The Honorable Mr. Theodore Roosevelt Carr, Jr., 87, was born on September 10, 1936 in Christiansburg, VA, to the late and beloved Theodore Carr, Sr. and Mrs. Laura Carr. On October 4, 2023, Theodore was called home to take his eternal rest.
Theodore left Christiansburg age of 14 and moved to Washington, DC, where he took odd jobs until joining the United States Army at age 17, where he served 3 years. Theodore returned to Washington, DC and began his illustrious career with the Metropolitan Police Department where he retired after 28 years as the Assistant Chief of police, only to accept an appointment two days later as Lt. Colonel for Prince George’s Police Department for the next 10 years. Upon leaving the PGC police Department, Theodore moved to Morven, NC where. He began raising chickens for Perdue. After only in Morven for one and a half years he ran for mayor. Theodore served as Mayor of his beloved Morven from 2001-2003, and again from 2015-2019.
Theodore was exceptionally giving and caring man. He loved two things. God and his family. The other loves in his life were gospel music uplifting and serving his community of the Greater St. Paul Baptist Church in Washington, DC where, side by side with his musical sister, Carolyn Holleman, he played bass guitar and sang to God’s glory for more than 20 years. After moving to Morven, he joined First Baptist Church in Wadesboro, NC where he continued his music and church service.
On April 6, 1963, Theodore was joined in holy matrimony to the love of his life, Mrs. Marie Carr, his wife of 60 years. Their union was blessed with three children, Ms. Traci Etheridge, Mr. Theodore Carr, III (Lynzetta) and Mr. Byron Carr (Katrina), all of Morven, NC; Twelve (12) grandchildren, Joshua Etheridge, Theodore Carr IV, Zachariah Etheridge, Isaiah Etheridge, Eric Washington Jr., Trevor Carr, Typhanie Carr, Alexis Carr, Ayanna Ramsuer, Shiquan Ramsuer, Urias Ramsuer, and T’Landis Carr. Six (6) great grandchildren, Ahrianna Washington, Gabriella Washington, Makiah Washington, Camilla Washington, Theo Carr, and Ja’Cier Allen. A host of other relatives and friends.
The Services to Celebrate the Life and Legacy of Mr. Carr will be on Monday, October 9, 2023, 12:00 noon, in the Chapel of Smith's Funeral Home, 604 Salisbury Street, Wadesboro, North Carolina. Interment will be private.
The Carr Family will greet family and friends on Monday, October 9, 2023 from 11:30am-12:00pm at Smith Funeral Home.
The public viewing will be on Monday, October 9, 2023 from 10:00am-11:15am at Smith's Funeral Home.

Chief Carr was one person you never forgot. His uniform and bearing were the first things you noticed. He was a true gentleman. During my tenure at the training division our bureau was under his care. When he came to visit or have a meeting he would always speak with the instructors and ask us would ask us what he could for us. I found that amazing. Rest in peace and God bless your family.

To the Carr family, Bobby and I are so sorry for your loss. Mr Carr was a great man he was always so kind to us. Have so many memories of him. He always stopped and would come sit on the porch drink coffee and tell stories of his life. When you say Morven, you can help but think of Theodore Roosevelt Carr,Jr. He was one of a kind. I remember Chief Carr so very well. He was one official whose uniform was impeccable. When he came to visit the Police Academy where I taught he didn't join the other officials for lunch, he sat down with the instructors. Needless to say we were very impressed. He was a kind and considerate. Most important, he was a true gentleman. God bless all of the family members.

I am sorry for the loss of Mr. Carr, he was a very nice intelligent man whom have helped so many people in the community of Morven NC and surrounding areas.
