Ruth Elizabeth Oatis Weir was the third child of Carlia and Carrie Bell Ford Oatis born on September 22, 1927 in Jackson, Mississippi.
She departed this life early on February 6, 2021. Ruth graduated from Moore’s Beauty School in Jackson, and Lydia’s Beauty School of Cosmetology in Chicago, Illinois; and was owner and operator of Oatis Beauty Shop for over 45 years. As an entrepreneur, she opened Ruth’s Place in the early 1960’s and also was a property investor. She was a faithful employee for the City of Jackson as Director of Smith Robertson Multi- Purpose Senior Center until retirement in 2012. During her 26 years of service, she brought numerous programs of interest including health fairs, Black History Celebrations, computer classes, and much more. Ruth received many awards and recognition from various state and local organizations. Ruth continued participation in various organizations including the recognition of her family's contributions in the early-on services for mid-wives now known as the Scott-Ford Foundation, Inc. Ruth leaves to cherish her memories: three sons, Willie L. Silas, Jr., George E. Oatis, and Wilbert D. Oatis; numerous grandchildren, great-grandchildren, nieces, nephews, cousin and friends. I met Ms. Ruth while working for the City of Jackson. She was the manager at Smith Robertson Senior Center. She loved her job and always had a cup of coffee for her guest and the center was always spotless. I enjoyed our conversations, her laughter and above all her kindness and humble spirit. I am sorry to hear about Ms. Ruth I met her about 5 years ago a my aunt birthday party. They both did hair.We exchanged numers and often talked. I even came to her church after she invited me. Just 2 weeks ago I was thinking of her.I even came to her birthday party at the church.She was so sweet. God bless the family.She will be alright.

She would call my husband Thelman Boyd when he was the Public Works Director for the City to fix a water leak in her yard near the street and she was so grateful that he got it done!
