Obituary For Frazier Bolton

Bolton, Frazier, 73 of Hampton, Georgia passed on March 25, 2022.

A Celebration of Life Service will be held on Saturday, April 2, 2022 at 9:00 AM at our West End Chapel. 1003 Ralph David Abernathy Blvd., Atlanta, GA 30310.

Frazier Bolton was born on August 27, 1948, to parents Mrs. Lou Ella Bolton and Mr. Clyde Bolton of Richton, Mississippi. He transitioned to be with the Lord on March 25, 2022. Frazier attended Mattie Wayne Jones High School (later named Richton High School) in Richton, Mississippi, and graduated in 1968. In the prior year, he was part of the history making Men’s High School Basketball Team that won the State Championship and that was coached by non-other than the late, great and beloved Samuel Earl Wilson III. Mr. Wilson was like a second father to Frazier and through his mentorship, Frazier sought to continue his education by attending college. Frazier attended Morehouse College in Atlanta, Georgia where he pursued a degree in Business Administration. He graduated with a Bachelor of Science Degree in Criminal Justice and later received a Masters Degree in Public Administration from Brenau University in Atlanta, Georgia. Frazier was a dedicated career public servant, serving as a Law Enforcement officer for over 50 years. He began his law enforcement career with the Atlanta Police Department in 1970 and completed a highly distinguished career retiring at the rank of Lieutenant in 1991. During that time, he rose from serving as a young foot patrol officer to the ranks of Detective, Sergeant, and Lieutenant. He received Special Supervisory Management and Weapons Management Training at the Georgia State Police Academy, Emergency Responses to terrorism training at Louisiana State University, developed and implemented a training module for Special investigations Sections-Narcotics and provided instructions on Narcotics Operations at the Atlanta Police Academy. After he retired from the Atlanta Police Department in 1991, he served as a Fulton County Schools system Resource Officer from 1991 to 1994. He also performed outreach to local citizens and taught drug awareness courses to help students stay in school and complete their education carrying on the enduring legacy of mentorship he had been taught by Mr. Wilson, his high school basketball coach. Frazier served as the Director of Public Safety at Jackson State University, in Jackson, Mississippi from 1994-1998. During his tenure, he provided exceptional leadership to the department, supervised and managed a multi-million dollar budget, and over 100 Campus Security Officers. Frazier served as the Chief of Police and Campus Safety at Fort Valley State University, Georgia from 1998-2005. He supervised the university’s police department, including security planning, criminal investigation, legal compliance, surveillance, data management, safety training, and community engagement. Frazier went on to serve as the Chief and Director of Public Safety for the Georgia World Congress Center in Atlanta, Georgia from 2005-2007. He directed police and security activity at the World Congress Center, consisting also of the Georgia Dome, Centennial Olympic Park. He supervised and managed approximately 107 employees, managed a multi-million dollar budget, and provided security for an estimated 1,000,000 clients and visitors each year. Furthermore, he provided security for numerous high profile events, such as the NCAA Final Four, the annual SEC Football Championship, the Peach Bowl, and Atlanta Falcons games. Frazier reached the pinnacle of his career when he became the second-ever Black Police Chief of Hattiesburg, Mississippi. He was sworn in on November 10, 2007 by then Mayor Johnny Dupree, where he served until July 17, 2015. He provided exceptional managerial and administrative leadership of the department. He worked closely with the Mayor, the City Council, and other city departments to maximize police services. One of his crowning achievements was the institution of an Annual Policeman’s Ball that fostered morale and comradery for the department’s officers. Frazier belonged to many professional organizations, such as memberships in the Georgia Association of Chiefs of Police, the Mississippi Association of Chiefs of Police and the International Association of Chiefs of Police. He received many awards and honors throughout his career, including Outstanding Work Performance Award – 1980, Outstanding Service Award – 1994 (McClarin High School), Outstanding Service – 1995 (Jackson State University), Outstanding Leadership – 1994 (Jackson State University) Outstanding Service – 2000, 2001 & 2002 (Fort Valley State University), Outstanding Achievement – 2008 (Mississippi Association of Elks), Honored Guest Speaker Award –2008 (NAACP), African-American in Leadership Award – 2008 (Pace Head Start), Extraordinary Service Award in Public Safety – 2010 (Alpha Kappa Alpha Sorority, Inc., Theta Sigma Chapter), and Outstanding Service – 2010 (Justin F. Kimble High School). He loved sports, fishing, and traveling the country riding his motorcycle and motoring in his Recreational Vehicle (RV) to places like Walt Disney World, Universal Studios, beaches, family reunions, homecomings and sporting events. He loved grilling and his famous barbeque ribs were loved by all who had the pleasure to experience them. Frazier was a loving husband, father, brother, uncle, and friend. He is survived by his wife Linda B. Bolton of Hampton, GA, sons, Reginald Bolton (Lissette), Frazier Bolton Jr. (Andria) and Ryan Frazier Bolton, stepsons, Damian Beard (Shannon), Neiman Beard (Krystal), and Larry Beard, his sisters, Dr. Vickie Neal of Dallas, Texas, LTC (Retired) Shirley Bolton of Columbia, Maryland, Linda C. Bolton of Columbia, Maryland and brothers James Thompson of Barre, MA, Charles Bolton (Linda) of Hattiesburg, Mississippi, Terrell Bolton (Glenda) of Dallas, Texas, and a host of grandchildren, great grandchildren, nieces, nephews, cousins, relatives, and friends. Frazier is preceded in death by his mother, Lou Ella Bolton (1980), his father, Clyde Bolton (1983), and his brother Dennis Bolton (1998).
