Fernandee Burch, Jr. was born to the late Mamie D. Williams and the late Fernandee D. Burch, Sr., on August 10, 1952, in Savannah, Georgia.
Fernandee began his education in the Savannah school system. He later graduated high school from Stuttgart American High School, in Ludwigsburg, Germany.
Fernandee married Lonnie Locke, on August 10, 1973. From this union two children were born: Danielle and Rachel.

Fernandee dedicated his life to Jehovah and was baptized in July of 1993. Because of love for his neighbors, it brought him great pleasure to share the promises of Jehovah with all he met.
Fernandee made his peaceful transition, at his residence, in Bonaire, Georgia, on Thursday, January 16, 2025. He was preceded in death by his parents, his sister: Magarite Joyner and a special nephew: James Joyner.
