During his early years, he grew up in North Montgomery (Old Field) and attended St. James Baptist church and Montgomery County public schools. His high school years were spent at George Washington Carver High school where he excelled. His memory of poems and other sayings was exemplary. After 59 years of service, Joe retired as an Administrative Officer on Duty in March 2023. His V. A. colleagues were like family members, and he always spoke fondly of them.
Joe was a dedicated husband, father, grandfather, great-grandfather, brother, uncle, cousin, and friend. He was preceded in death by his parents; son, Baron K. Brown; sisters, Susan Hilson and Pearline Barnes; and brother, Louis Giles. Mourning his passing are his loving wife, Lois J. Brown; daughters, Janice Avery (Kenneth) and Teri Brown; brother, Ed Brown (Nancy – deceased); grandchildren, Dr. Nakeshia Hunter (Marques), Dr. Kevin Brown, Dr. Reginald Avery, Dr. Jeffrey Avery (Dr. Amber), and Dr. Ashley Brown; great-granddaughter, Marleigh Avery; nieces, Faye Golson, Rose Morgan, and Tonda West; nephews, Ed Brown, Jr. & Eric Brown; and a host of cousins, and friends.

To The Family Of Mr. Joe L. Brown: Mr. Brown was a remarkable, gentleman and knowledgable person, and he will truly be missed. He was my resource person and role model when I joined the VA family. He never made me feel incompetent or made me feel like I was a nuisance. He was always explicit in his answers speaking calmly in a soft voice as I was usually nervous, he managed to ease my anxiety.
