Dorothy A. Carter, 98, of Richmond, died April 17, 2022. She was preceded in death by her husband, Bernard C. Carter, Sr.; daughter, Comora A. Motley and son, Bernard C. Carter, Jr. Surviving are 3 grandsons, 2 granddaughters, 7 great grandchildren, 2 great great grandchildren, nieces, nephews, other relatives and friends. Remains rest at Scott's Funeral Home, 115 E. Brookland Park Blvd., where viewing will be held Monday, April 25 from 10 a.m. until 7 p.m. Funeral services will be held 11 a.m. Tuesday, April 26 at Scott's Chapel, 116 E. It was with great sadness that I learned of the passing of Dorothy Carter. What a wonderful legacy she left her family and our community. Mrs. Carter led a life of integrity, faith, kindness, and compassion. Ms. Carter's family remain in my thoughts and prayers. With deepest sympathy, Betsy B. Carr

I will always remember Mrs. Carter as the Chief Officer of Elections at my precinct. She ran an efficient election operation. She treated all voters the same with great respect. Neither, Mrs. Carter nor the Election Officers under her were ever questioned with regard to the final count and their was always correct and the final were provided in a timely manner. Their integrity was above reproach.

I meet Sister Dorothy Carter during a visit to one of her Best Friend Dr. Theresa F. Massenburg. For years of praying for and with Sister Carter; I grew to love her dearly.
